Abstract


Information technology and technology are developing very rapidly in accordance with the times, all areas of life are required to be completely digital. Developed countries as well as developing countries with the aim of facilitating and practicing all forms of work and services in the information age in the end give birth to the character of a society that moves very fast, is connected globally. The e-Government paradigm, namely the government that maximizes the function of information technology, to improve public services in an anticipatory manner, which in the latest developments is known as a new paradigm, namely Smart city, is an option. The most important realization of a smart city is that it can provide benefits and ease of service to the public, as well as educate the community and be synergistic with socio-cultural conditions. In Yogyakarta the concept of Smart city, which is a city that can manage its various resources effectively and efficiently to solve various city challenges using innovative digital solutions has been initiated since 2006. To study the implementation of e-Government in public services in Yogyakarta City and the readiness of ASN human resources hence this research. The research method in this study uses a normative juridical approach, which begins with a literature study to determine indicators regarding the management and utilization of ICT. Then, the required documents and legal materials were collected, survey data processing, and analysis and assessment of the current state of ASN's regulatory readiness and human resources.
