The integrated construction process of the implementation process starts from identifying the needs of construction work, implementing licensing arrangements that are parallel to the implementation, implementing the design development process and making budgets from the basis of development, implementation of construction procurement, to the management of work results until it is functioned. This study aims to find out what are the dominant factors that influence the acceleration of licensing and the establishment of discretionary rules as one of the keys to the success of the implementation of 5 design and build construction projects (D/B). The method in this study uses descriptive statistics and analystsare factors. The total sample was 100 respondents with teknik pengambilan sampelous with purposive sampling technique. The criteria used in this study are Planning Consultants, MK Consultants, Planning Contractors, and Owners. Research results were obtained the most dominant Wisma Atlit Kemayoran Jakarta project is the calculation factor & drawing of the structural plan, the most dominant OJK Lot 1 SCBD Jakarta Head Office project is the approval of the building installation advisory team, the most dominant OJK KR4 and KR7 Surabaya and Palembang Office projects are the results of soil consultant soil investigations, the most dominant Besakih Bali Temple Area Development Project is the ANDALALIN recommendation from the relevant Dinas, and the most dominant GBK Jakarta Stadium Multifuction International Project is the UKL/UPB recommendation from BPLHD (AMDAL). The order of success rate of 5 design construction projects that are used as research in order: 1) GBK Jakarta Stadium Multifuction International Project, 2) Wisma Atlit Kemayoran Jakarta Project, 3) Besakih Bali Temple Area Development Project, 4) OJK KR4 and KR7 Surabaya and Palembang Office Projects, and 5) Projects OJK Head Office Lot 1 SCBD Jakarta.
